Tom Rynard is a partner of Ellinger and Associates, LLC. His practice focuses on the wide array of legal issues private parties and governmental entities face in the area of state and municipal government law. These areas include administrative law, professional licensing, tax controversies (sales, use and property), health care compliance, and public procurement and public construction projects. In addition, he is an experienced civil trial and appellate litigator and mediator and arbitrator in commercial, contracting and health care alternative dispute resolution. He represents individuals, businesses, associations, and political subdivisions as both legal advisor and litigator.
Prior to joining Ellinger & Associates in 2018, Tom has been engaged in both private practice and governmental agency practice. He originally clerked for the Hon. Ronald Sommerville at the Missouri Court of Appeals-Western District. He also served as Assistant Counsel for the Missouri Highways and Transportation Commission, practicing principally in the areas of condemnation and public contracting. He then was employed as Chief Hearing Officer for the Missouri State Tax Commission hearing and deciding property tax appeals to the Commission, in addition to providing legal counsel to the Commission on operational matters. Tom has been in private practice since 1991 with the law firms of Craft, Fridkin & Rhyne (1991-2003) and Blitz, Bardgett, & Deutsch, LC (2003-2018), where he practiced in the areas of state and municipal law, administrative law, professional licensing, property and sales/use tax disputes, state securities law, public contracting, general civil litigation and appellate litigation, and alternative dispute resolution. His litigation practice includes representing clients before local, state and federal government agencies, the Administrative Hearing Commission, Missouri Securities Division, Missouri circuit and appellate courts, and federal district and appellate courts.
In addition to the legal experience above, Tom served 27 years in the Army Reserves as a judge advocate, where he practiced in both reserves and active duty assignments in medical policy and compliance, federal contracting, federal administrative law, federal employment law, and international law. He also provides pro bono representation for Veterans on Veterans Administration Claim and upgrades to discharge characterizations before service Boards for Correction of Military Records and Discharge Review Boards.
Tom regularly advises and assists private clients, political subdivisions and private professional and trade associations on regulatory compliance issues, gaming and sweepstakes law, local government operations, and health care. His health care activities include health care facility licensing and approvals; Certificate of Need; HIPAA, Stark and Anti-Kickback Statute compliance; Medicaid and Medicare administrative reimbursement actions; managed care and provider disputes; facility privileging and credentialing; and state health care legislation drafting and review.
Tom has authored books, chapters and journal articles on municipal government, insurance, public contracting, and environmental law. He has been a frequent speaker at Continuing Legal Education programs on these same topics. He stays current on developing issues in his practice areas through professional development programs and seminars through, among others, the American Health Law Association, the American Bar Association, and local bar and court organizations.
